**FINAL PUSH: Recruiting Co-Sponsors for H.Res.1326**

Bring Sean Home is working with BAC Home on the recruitment of co-sponsors for H.Res.1326, condemning Japan for International Child Abduction and calling on Japan to facilitate the immediate return of all children abducted to Japan. The resolution calls on the Government of Japan to immediately address the growing problem of abduction to and retention of United States citizen minor children in Japan, to work closely with the Government of the United States to return these children to their custodial parent or to the original jurisdiction for a custody determination in the United States, to provide left-behind parents immediate access to their children, and to adopt without delay the 1980 Hague Convention on the Civil Aspects of International Child Abduction.

Yesterday, I received a list of TARGET CO-SPONSORS from Randy Collins (the attached zip file contains the list in excel format).

Randy indicates that 25 co-sponsors are needed to get the Foreign Affairs Committee to vote on the resolution.

The list is broken down in to 4 parts: Current H.Res.1326 Co-Sponsors (& Author), Foreign Affairs Committee, HR3240 Co-Sponsors and Others.

When reviewing the list, note that the Column I (to the right of the list of phone numbers) are various codes -- SD = Sit Downs (sat down with a staffer), LB = Left Booklet, FTF = Face to Face (saw congressman/woman in the halls), JC = Just Card (we ran out of books but left a BACHome.org business card).  

Randy and Paul Toland, on behalf of all the BACHome parents, ask that we start hitting the identified TARGETS with multiple emails and phone calls.

So there you have it folks. Just keep doing what you're doing...and, as always, thanks so much for doing what you do!

The THOMAS was updated last night. Ellison is now officially listed as a co-sponsor for H.Res.1326

I am in!!  I finally got with the times and have a new phone that I purchased just to be able to do more calling and emailing.

Is there a difference in saying " H. Res" and "HR"? I'm going to start with the phone calls now but don't want to mess up if they do mean different things.

Yes there is. You need to refer to this one as H.Res.1326.

I can't explain it, because it's been a year since I heard it explained to me, but when they go to look it up in the THOMAS, they need to look for H.Res.1326 because HR1326 references something completely different.

So will "because I said so" suffice for now?

FYI:

There are four types of legislation: bills, joint resolutions, concurrent resolutions and simple resolutions. Any of these may be introduced in either chamber. They are identified as follows:

   1. S. 123 - Bill originating in the Senate
   2. S.R. 123 - Simple Resolution of the Senate
   3. S.J.Res. 123 - Joint Resolution originating in the Senate
   4. S. Con. Res. 123 - Concurrent Resolution originating in the Senate
   5. H.R. 123 - Bill originating in the House
   6. H.Res. 123 - Simple Resolution of the House
   7. H.J.Res. 123 - Joint Resolution originating in the House
   8. H.Con.Res. 123 - Concurrent Resolution originating in the House

2. Why is 3240 a H.R?
3. Since the H. Res only needs 25 cosponsors, will it become a bill faster?
4. If so, why can't 3240 become an H. Res and go thru the house quicker.

BTW , I started targeting the congressmen/women who have already signed hr 3240 and try to get them on board with h res 1326 also. Let's see if that works...

This doesn't get at all of the 'why' but it is some more information. I'm not a US legislative expert, but this information is what I've gained

Resolutions are non-binding and do not pass along for approval to the other legislative body (ie, doesn't go from House to Senate or vice versa).

Bills are passed along to the other legislative body following approval and the onto the President to be signed into law. HR 3240 is a bill because it includes a plan of things to change in the US laws following approval.

H.Res will not become a 'bill faster' as it is not a 'bill'. It can get voted on the floor of the House sooner as it requires less political wrangling to get to the House floor.

3240 cannot become a resolution as that would loose the points we want accomplished (ambassador at large, additional work on helping resolve parental child abductions, etc.).

That is very helpful UD_student.  As for the "why" H.Res. is a resolution and not a bill, I can only speculate.  Resolutions can be used for a variety of reasons, like honoring war heroes, or making a statement, like H.Res.125 which called on Brazil to send Sean home.  Like UD_student said, they don't have the force of law, but if they pass, they let the public and other members of the legislature know that the issue has some weight in that enough legislators supported the resolution for it to pass.    Perhaps H.Res. 1326 is a way for the House to push the issue regarding the "black hole" of Japan in regards to parental abduction and give it the attention it deserves, since we don't have any authority to actually make Japan do anything.  In other words, it lets the public, the House and Senate, the President, the State Department -- and especially Japan, know that this is a serious problem, that the US government and its people want something done about it, and that there are enough representatives in Congress to support these efforts -- perhaps leading to sanctions sometime in the future???? 

Just a thought.
