Sorry to see the latest chapter in this saga..  Prosecutors frequently refuse to file charges or drop them when they do.  The impression that State likes to convey that parents are really in control of whether or not charges are filed is dishonest and counter-productive.

Puebla is not unsafe and you are not easy targets there.  I think State's biggest fear is that if you go there and do happen to get arrested while trying to visit your abducted granddaughter/daughter it could very well create a diplomatic mess and attract media attention. 

Even if State had jurisdiction and could protect you there (actually they can, they have lots of influence in Mexico when they want to use it) do you really expect that they would?

It would be very helpful though if you, your son, or someone with you speaks Spanish.

Puebla is about 4 hours from where my son is and about an hour and a half from Mexico City.

If your interested and contact me offline I can arrange to meet you at the airport in Mexico City and go with you to Puebla.  I can probably even convince one of my lawyers who knows his way around Puebla to come too.
