If I recall correctly, in Brazil, candidates often identify themselves by numbers so that people who can't read know who to vote for.

If the people are as illiterate as you claim, all he had to do was change his number and the people wouldn't know that they were voting for the same person.:rolleyes:

Not at all, they are oblied to identify them self with photos and pics, with their names, besides numbers.
The reason why this guy came back I explained in that Thread "corruption and pasiveness", most people from his State are poor and exchanges their votes for an amount of food or some medical service.
